CELPIP to CLB: the conversion, level by level
There is almost nothing to convert, and that is the useful part. This page shows the full mapping, the one place it stops being one to one, and the CLB levels the programs actually ask for.
From level 3 upward, your CELPIP level is your CLB level. A CELPIP 9 in Reading is CLB 9 in Reading. No formula, no conversion table needed.
Two things trip people up. The mapping is per skill, so there is no single overall CLB number. And the bottom of the scale is not one to one: CELPIP level 2 corresponds to CLB 1 to 2, while levels 1 and 0 mean there was not enough evidence to place you on the scale at all.

There is no overall CLB, and averaging will mislead you
CLB is a per-skill benchmark. When a program says CLB 7, it almost always means CLB 7 in each of the four skills. So the number that decides your eligibility is your weakest skill, not the average of the four.
Worked example. Listening 10, Reading 9, Writing 9, Speaking 6 averages to 8.5, which looks like a comfortable CLB 8. It is not. Against a CLB 7 requirement this profile fails, because Speaking is CLB 6. One skill decides it.
What CLB level do you actually need?
This is the reason most people look up the conversion at all.

How to get CLB 9 in CELPIP
CLB 9 means a CELPIP level 9 or higher in all four skills. Because there is no averaging, the work is always the same: find the skill that is below 9 and lift that one.
- •Listening and Reading are computer scored from 38 questions each, so level 9 is a raw score band. Our score charts show which raw counts have typically landed at each level.

How do I convert my CELPIP score to CLB?
For levels 3 and above there is nothing to calculate: your CELPIP level IS your CLB level. A CELPIP 9 in Reading is CLB 9 in Reading, a CELPIP 7 in Speaking is CLB 7 in Speaking. The only part of the scale that is not one to one is the bottom: CELPIP level 2 corresponds to CLB 1 to 2, and levels 1 and 0 mean there was insufficient information to assess.
Is CELPIP the same as CLB?
They are two different things that happen to share a number. CLB, the Canadian Language Benchmarks, is the national standard that Canadian immigration programs are written against. CELPIP is one test that reports on that same 1 to 12 scale. So CELPIP results need no conversion for CLB purposes, while IELTS results do.
Do I have an overall CLB level?
No, and this is the single most common mistake. CLB is assessed per skill, exactly as CELPIP reports it: one level for Listening, Reading, Writing and Speaking. Programs read all four. Where a program asks for CLB 9, it almost always means CLB 9 in every skill, so your weakest skill is what decides your eligibility, not your average.
How do I get CLB 9 in CELPIP?
You need a CELPIP level 9 or higher in all four skills, because CLB 9 means CLB 9 in each one. There is no way to offset a weak skill with a strong one. What CLB do I need for Express Entry?
Federal Skilled Worker eligibility is CLB 7 in every skill, which is a minimum rather than a competitive score, and CLB 9 or higher in every skill is where language points are maximised. Canadian Experience Class asks for CLB 7 or CLB 5 depending on your NOC TEER category. Requirements change and vary by program, so confirm against IRCC before you rely on any number.
What CLB do I need for Canadian citizenship?
CLB 4 or higher in Listening and Speaking. That is why CELPIP-General LS exists: it tests only those two skills and is built for the citizenship requirement rather than for permanent residence.
Does the CELPIP to CLB conversion change between General and General LS?
No. The level to CLB mapping is identical. The difference is only in coverage: CELPIP-General reports all four skills, CELPIP-General LS reports Listening and Speaking, so an LS result cannot satisfy a program that asks for a Reading or Writing benchmark.
How long is my CELPIP result valid for CLB purposes?
CELPIP scores are valid for two years from the date the score report is issued. The receiving program sets its own rule about how recent a test must be when you apply, so check the deadline that applies to your application as well as the validity of the report.
