There is no official CELPIP to IELTS conversion. IRCC publishes two separate charts, CELPIP to CLB and IELTS to CLB, so the only honest route between the two tests is CELPIP → CLB → IELTS, per skill.

Your CELPIP level already is your CLB level from level 3 up, so the first step is free. The second step uses IRCC's IELTS General Training chart. That chart gives the minimum band for each benchmark and it stops at CLB 10, which is why CELPIP 11 and 12 have no published IELTS equivalent and why any chart that shows you one made it up.

IELTS bands are the minimum for that benchmark, so a higher band inside the same row still reads as the same CLB. The chart runs CLB 4 to 10 only: CELPIP 3 sits below it, and CELPIP 11 and 12 sit above it with no published IELTS equivalent.

The mechanism

Why the conversion runs through CLB

CLB, the Canadian Language Benchmarks, is the national standard that Canadian immigration programs are written against. Neither CELPIP nor IELTS defines itself in terms of the other, but both are mapped onto CLB by IRCC, so CLB is the only common scale they share.

That gives the two steps very different characters, and it is worth knowing which half of the conversion is exact:

  • CELPIP to CLB is exact and needs no arithmetic. CELPIP was designed to report on the benchmark scale, so from level 3 upward the numbers are identical. A CELPIP 9 is CLB 9. The only rough edge is at the bottom, where CELPIP 2 covers CLB 1 to 2.
  • IELTS to CLB is a threshold, not a point. IRCC lists the minimum band that reaches each benchmark, so bands between two thresholds round down. This is the step that loses precision, and it is why converting from IELTS is less definite than converting to it.

Worked example, and the reason to read per skill. An IELTS profile of Listening 8.0, Reading 7.0, Writing 7.0, Speaking 6.5 is CLB 9, 9, 9 and 8. It is not a CLB 9 profile: Speaking sits a benchmark lower, and programs that ask for CLB 9 mean CLB 9 in every skill. Your weakest skill decides, never the average.

The honest limits

Where the conversion stops working

Most CELPIP to IELTS charts online present a clean, complete grid. IRCC's actual chart is neither, and the gaps matter more than the rows:

  • Above CLB 10 there is nothing. CELPIP reports 11 and 12; IRCC's IELTS chart ends at 10. There is no published band for those levels, and it seldom matters in practice because language points stop increasing at CLB 10.
  • Below CLB 4 there is nothing either. The IELTS chart starts at CLB 4, so a CELPIP 3 has no listed equivalent.
  • A converted score is not a submittable score. You cannot convert an IELTS result and hand it to a program that asks for CELPIP, or the reverse. Applications need a real result from the test that was asked for, inside its validity window.
  • This is General Training, not Academic. IRCC uses IELTS General Training for immigration. Academic bands map differently and are not what this chart describes.

Requirements change and vary by program. Treat everything here as orientation and confirm the current rule with IRCC before you rely on it.

How do I convert my CELPIP score to IELTS?

Route it through the Canadian Language Benchmarks. Your CELPIP level is your CLB level from level 3 upward, so a CELPIP 8 in Reading is CLB 8 in Reading. Then read across IRCC's IELTS chart to find the General Training band that sits at that same benchmark, which for CLB 8 Reading is 6.5. Do it per skill, because the two tests are only comparable one skill at a time.

Is there an official CELPIP to IELTS conversion?

No. IRCC publishes two separate charts, one mapping CELPIP-General to CLB and one mapping IELTS General Training to CLB, and neither test publishes a direct equivalence with the other. Every CELPIP to IELTS figure you see anywhere, including on this page, is derived by passing through CLB. Treat it as orientation for choosing a test, never as a score you can submit.

How do I convert IELTS to CELPIP?

The same way in reverse, but it is less precise and it is worth knowing why. IRCC's chart gives the minimum band needed for each benchmark, so a band covers a range rather than a point. An IELTS Reading 7.5 sits at CLB 9, the same benchmark as a 7.0, because the next threshold up is 8.0. The converter on this page uses those thresholds, so it tells you the benchmark your band reaches, not a single exact CELPIP number.

What is CELPIP 11 or 12 in IELTS?

There is no published answer, and that is the honest one. IRCC's IELTS General Training chart stops at CLB 10, while CELPIP reports levels 11 and 12 above it. Any chart showing you an IELTS band for CELPIP 11 or 12 invented it. In practice it rarely matters, because Canadian immigration programs stop awarding additional language points at CLB 10.

Why does the conversion have to go through CLB?

Because CLB is the only scale both tests are officially measured against. CELPIP was built to report on the 1 to 12 benchmark scale directly, so it needs no conversion at all. IELTS reports its own 0 to 9 band scale, which IRCC then maps onto CLB. CLB is the common language, which is why it is the thing Canadian programs are actually written in.

Can I submit a converted score to IRCC?

No. You have to take the test the program asks for and submit that test's own result. A conversion is useful for deciding which test to sit, or for understanding a score a friend quotes you, but an application needs a real result from a designated test taken within the validity window the program sets.

Which is easier for the same CLB level, CELPIP or IELTS?

It depends on the skill and on you, which is why the honest comparison is a longer one. The structural difference is that CELPIP is fully computer delivered with a Canadian-accent listening set, while IELTS General Training uses a range of accents and, in most centres, a face to face speaking interview. Is this CELPIP to IELTS converter accurate?

It reproduces IRCC's published chart exactly, and the values are read from the same table that drives our score calculator, so the two cannot disagree. What it cannot do is make the underlying comparison more precise than IRCC made it: the mapping is per skill, it is defined by minimum thresholds, and it stops at CLB 10. Those limits are IRCC's, and this page shows them rather than smoothing them over.
